    How can this be decided without consulting the decision making body? Who “decided” if not the decision making body?

    Maybe you should read the article before commenting!

    It says:

    Board agreed to delegate its functions, “in these exceptional circumstances”, on March 26th, while a majority of Council members approved the decision this week.
